摘要 烟草物流作为行业实现"三个转变"战略发展目标的重要一环,将更加注重建设投资效益水平,行业投资管理要求项目竣工后进行全面、系统的综合评价,开展烟草物流项目的效益评价具有重大的现实意义。本文结合烟草物流项目实际情况,对传统效益评价体系加以改进,构建有效的综合效益评价指标体系,结合灰色变权理论和项目成功度评价法,构造了烟草物流项目综合效益评价模型。

Abstract: Tobacco logistics, as an important part to realize the strategic development goal of "three transformations" in the industry, will pay more attention to the level of investment efficiency. According to industry investment management requirements, a systematic comprehensive evaluation shall be conducted after the completion of projects. It is of great practical significance to carry out the benefit evaluation of tobacco logistics project. In this paper, the traditional benefit evaluation system is improved, and an effective comprehensive evaluation index system is constructed according to practical situation of tobacco logistics project. And the comprehensive effects evaluation model of tobacco logistics project is constructed based on Grey Theory and project succeed degree evaluation.
